		<description>Unfortunately, as a so-called consumption tax, the FAIR Tax isn&#039;t fair because it makes some forms of consumption more equal than others.&lt;br /&gt;&lt;br /&gt;It would allow existing homeowners, as well as those who buy existing homes, to enjoy housing consumption without paying tax on that consumption.&lt;br /&gt;&lt;br /&gt;Renters, on the other hand, would pay steep taxes on their rent.  For those who choose to rent, the tax would essentially be paid voluntarily, but for those who must rent because they cannot buy, the FAIR Tax imposes an unconscionable penalty for the inability to buy a homde.</description>
